Deputy General Manager (Real Estate & Property Management)

1. Position Summary

The Deputy General Manager (Real Estate & Property Management) will be responsible for managing and optimizing PIAHCL's nationwide portfolio of commercial properties, ensuring maximum financial returns, regulatory compliance, and operational efficiency. The role includes overseeing leasing and rental operations, disposal/auction of properties, property mutation and title regularization, and the procurement/oversight of third-party service providers for property management. The incumbent will play a key role in enhancing the long-term value of the Company's real estate assets while ensuring transparency and alignment with public sector governance standards.

2. Key Responsibilities

a. Strategic Real Estate Management

  • Develop and implement a comprehensive asset management strategy for PIAHCL’s property portfolio.
  • Conduct periodic property valuations, utilization reviews, and financial performance analyses.
  • Recommend property development, leasing, disposal, or joint venture options to maximize returns.

b. Leasing & Tenant Management

  • Oversee the leasing of commercial properties across Pakistan, including negotiation, contract management, and rental recovery.
  • Ensure fair market-based leasing in compliance with public procurement and SECP guidelines.
  • Maintain strong tenant relationships and resolve disputes in a timely manner.

c. Property Disposal & Auctions

  • Manage transparent auction processes for property disposals in line with Public Procurement Regulatory Authority (PPRA) and SECP rules.
  • Ensure proper documentation, valuation, and compliance for divestiture/auction of plots.
  • Provide management/Board with financial analyses of disposal proposals.

d. Legal, Title & Mutation Management

  • Coordinate mutation/transfer of properties in the name of PIAHCL, ensuring proper title deeds and records.
  • Maintain a central property register with legal, ownership, and revenue documentation.
  • Liaise with legal advisors, government departments, and regulators for property disputes or litigations.

e. Procurement & Third-Party Services

  • Procure and oversee property management services (security, maintenance, facilities management) in compliance with PPRA rules.
  • Monitor vendor performance, contract adherence, and cost efficiency.
  • Ensure transparent, competitive bidding for outsourcing property management services.

f. Compliance & Governance

  • Ensure compliance with Companies Act, SECP regulations, SOE Act 2023, and PPRA laws.
  • Present periodic reports to the Board/Committees on property portfolio performance, lease status, and disposal progress.
  • Implement internal controls to safeguard real estate assets from encroachment, misuse, or undervaluation.

g. Leadership & Team Development

  • Supervise property management officers across locations.
  • Develop internal capacity in real estate management, leasing, and valuation practices.
  • Foster a culture of accountability, transparency, and ethical conduct.

3. Qualifications & Experience

Education:

  • Bachelor’s with 16 years of education in Real Estate, Business Administration, Engineering, Finance, Economics, or related field from an HEC-recognized institution.
  • Professional certifications in real estate, property management, or project management (preferred).

Maximum Age:

50 years

Experience:

  • Minimum 12 years of professional experience, including at least 05 years in a senior management role managing large-scale real estate portfolios, leasing, and disposals.
  • Proven experience with property mutation, procurement, tenant management, and compliance with public sector regulations.
  • Prior experience in a state-owned enterprise, infrastructure, or large corporate real estate division will be preferred.

Skills & Competencies:

  • Strong knowledge of property laws, leasing frameworks, and PPRA rules.
  • Expertise in property valuation, auctions, and real estate portfolio management.
  • Excellent negotiation, contract management, and stakeholder engagement skills.
  • Proficiency in ERP/real estate management systems and Microsoft Office.
  • High integrity, transparency, and ability to operate in a regulated governance environment.

4. Key Performance Indicators (KPIs)

  • Timely and successful leasing of vacant properties at market-competitive rates.
  • Rental recovery efficiency (% of dues collected vs billed).
  • Completion of property mutations and title transfers into PIAHCL’s name.
  • Transparent and compliant auction/disposal of properties.
  • Vendor service performance and cost optimization in property management contracts.
  • Accurate property portfolio reporting to Management and Board.
  • Reduction in property-related legal disputes or encroachments.
